After your application has been received, the following process occurs:
Your name is entered into a database of “potential members.”
When an opening occurs, a Municipal Boards & Committees meeting is called and prospective members are chosen from the respective Board or Committee database.
The Municipal Boards & Committees Board is comprised of three City Commissioners who then recommend prospective members to the full City Commission for a final appointment.
Most advisory groups meet once a month. Excessive absenteeism is cause for removal of a board or committee member. If a member of a committee fails to attend more than 25% of the scheduled meetings during any 12-month period, he or she automatically vacates their position on the committee.
Members shall be appointed for terms of three (3) years and may not serve more than two consecutive three-year terms; after having served two consecutive three-year terms, members may not be eligible for reappointment until after the expiration of three (3) years. Any period of membership in excess of 18 months shall be considered a full term of office.
Exceptions to the above are the Drug Related Nuisance Abatement Board, whose members may be reappointed without limitation, and the Lakeland Housing Authority Board, whose members shall serve four (4) year terms.
Members of all standing Boards and Committees, except the Lakeland Housing Authority Board, shall be appointed by the City Commission. The Lakeland Housing Authority Board shall be appointed by the Mayor, subject to the Commission’s approval.
No person may serve on more than one board or committee, unless such service is required by law.
Each Board or Committee shall elect its chairperson on an annual basis and no member shall serve more than two consecutive terms as chairperson.
Except where professional qualifications, special skills, or occupational requirements are necessary for membership, each Board or Committee, where possible and practical, shall be represented by at least one member from each quadrant or district of the City.
Housing Authority One member from each quadrant of the City, plus three members at large. The terms and appointment of persons to fill the commission seats of the Lakeland Housing Authority shall be governed in all respects by the provisions of Chapter 421, Florida Statutes and subject to the two term limitation expressed herein.
Zoning Board of Adjustment and Appeals and Planning and Zoning Board - One member from each quadrant, plus three at large with no more than three members serving from any one quadrant.
Beautification Board one member from each quadrant plus two members at large with no more than two members from any one quadrant.
Citizen Advisory Committee one member from the Housing Authority, one member from the Planning & Zoning Board with the balance unspecified.
About 30 days prior to the expiration of a committee member's term, a letter will be sent to the committee member, notifying him/her of the impending term expiration and asking if he/she would be interested in serving another term.
The Mayor and City Commission will be provided with the member's response. If the member desires reappointment, he/she will be considered along with other applicants.
Each board and committee member will be given a Certificate of Appreciation upon completion of service. An annual dinner is also hosted by the City of Lakeland to honor those who are serving on a Board or Committee.
Staffing: A City of Lakeland staff liaison is assigned to provide support for each Board and Committee. Staff liaisons are directly responsible to their department head and/or the City Manager, and their primary role is to facilitate the flow of information between the City Commission and the board or committee.
The liaison is expected to participate in the deliberations of the board or committee, and offer information, advice and counsel, but not participate in the decisions.
Reports containing recommendations of the advisory boards and committees concerning city policies and actions should be transmitted to the liaison for inclusion in City Commission’s informational packets. They should be received at the office the Tuesday before a regular commission meeting. City commission meetings are held the 1st and 3rd Monday of each month at 9:00 am in the Commission Chambers located on the third floor of City Hall. In the event of a holiday, the meeting will be held the following Tuesday.
