City Commission Meetings air live on LGN (Bright House Channel 615 | Verizon FiOS Channel 43) on the first and third Monday of each month (excluding holidays) at 9 a.m. The meetings re-broadcast on Mondays and Wednesdays (excluding the the second Wednesday of the month) at 9 a.m. and 6 p.m., and on Sundays at 2 p.m.

R. Howard Wiggs, Commissioner (2014 - 2017)
Howard is the co-owner of Bagley Advertising. He is the Chairman of the Utility Committee and Airport Advisory Board. He is also involved in several civic and community organizations. He serves on Lakeland Vision, the Florida League of Mayors, the Lakeland Chamber of Commerce Board of Directors, the Lakeland Economic Development Council, the Tampa Bay Partnership, the Transportation Planning Organization and the Florida League of Cities Board of Directors, Federal Action Strike Team. He has a Marketing degree from Florida Southern College and is a graduate of the Florida School of Banking and is a Rotarian.

Justin Troller, Commissioner (2016 - 2019)
District: At Large
Justin teaches American Government and is the Head Wrestling Coach at Lakeland Senior High School. He is the Chair of the Municipal Boards & Committees and a member of the City’s Utility Committee, Legislative Committee and Real Estate & Transportation Committee. He serves on the Airport Advisory Board and the Transportation Planning Organization and Enterprise Zone Development Agency.  He is past Vice President of the Lakeland Citizen Police Academy Alumni Association and serves in leadership roles on several civic and community organizations. Justin is a graduate of the University of South Florida and is currently pursuing his master’s degree in educational leadership.

Phillip Walker, Commissioner (2016- 2019)
District: Northwest
Phillip Walker graduated from Kathleen High School and has a Master’s Degree in Criminal Justice. He has been the owner and agency principal of a Lakeland Allstate Insurance agency since 1991. Prior to entering the private sector, Mr. Walker was a Lakeland Police Officer. In 2000, Phillip received the Polk Mentoring Award from Governor Jeb Bush. He presently serves on the Advisory Board for the Salvation Army, the Board of Directors for Good Shepherd Hospice, Christ Community Christian Center Church, Board of Trustees for McKeel Schools of Technology and a member of other organizations. As a City Commissioner, Mr. Walker serves on the following committees: Legislative Committee, Utility Committee, Finance Committee, Real Estate and Transportation, and the Transportation Planning Organization.  He is also Founder and Board Member of the Lakeland/Polk County Chapter of Alpha Phi Alpha Fraternity, Inc. and past chair for Florida League of Cities, Growth Management and Economic Affairs serving on the Florida League of Cities Advocacy Committee.
Mr. Walker is married to Cappie D. Cooke and they have three children, Janelle, Jaela, and Christian Phillip, and one granddaughter, Zoë. There are also two other young men who are a part of his immediate family, Tony and John Eric.

Bill Read, Commissioner (2016 - 2019)
District: Northeast

Bill is the sole owner of Harper-Read Realty Group Inc. working primarily in the raw land arena. He also works part time at Streamsong as a Range Safety Officer, Sporting Clays Shooting Instructor, and Fishing Guide. He a graduate of Leadership Lakeland X and has been affiliated with several professional and civic organizations. He serves on the City of Lakeland’s Legislative, Community Development, and Utility Committees. He is also a member of the county-wide Transportation Planning Organization.

Bill is a graduate of Lakeland Senior High School, Polk Community College, and the University of Central Florida. He is married to Raydene Read and they have two children, Erika and Veronica.

Edie Yates, Commissioner (2014 - 2017)
District: Southeast
Edie is the founding partner of Baylis & Company PA CPAs, where she is currently the Managing Partner. After becoming a Certified Public Accountant in 1975 and working for an international accounting firm, she returned to Lakeland to become the internal auditor for Lakeland Regional Medical Center. Edie has served as President of the local professional chapter of CPAs, as Chairman of two statewide, not-for-profit conferences, and volunteered countless hours of community service. She currently serves as the Chair for the Finance Committee, and is also on the Community Development,  Municipal Boards & Committees and Utility Committees.  She is a member of the Central Florida Regional Planning Council and the Tourist Development Council.  She has served in leadership roles on the national, state and local levels of various organizations, such as Chair of the United Way of Central Florida. Edie holds a bachelor’s degree in accounting from Florida Southern College.  

Don Selvage, Commissioner (2014 - 2017)
District: Southwest
Elected to the city commission in 2009, Don chairs the Real Estate & Transportation Committee and is a member of the Utility Committee and Municipal Boards & Committees.  He also serves on the boards of Lakeland Area Mass Transit District Board, Lakeland Downtown Development Authority, Sun 'n Fun, Polk Transit Authority, and the Transportation Planning Organization. Don served in the U.S. Marine Corps for 30 years, retiring as a colonel before coming to Lakeland in 1999. He is the owner of SHR Human Resources, LLC. Active in many civic and professional organizations, Don holds a degree in Political Science from Ohio State University and advanced degrees in Administration and National Security Affairs from Central Michigan University and Salve Regina College respectively.

Jim Malless, Commissioner (2014 - 2017)
District: At Large

Jim Malless was born in Indianapolis and attended Indiana University/Purdue University at Indianapolis.  He earned his Masters in Public Affairs.  Jim worked for Indianapolis and the State of Indiana before moving to Lakeland to work for Polk County.  His work experience has given him an extensive background in public finance, budgeting and planning and zoning.

He owns Wiley & Malless, LLC a real estate firm and Wireless Planning Services, LLC.  WPS is a consulting firm that specializes in zoning and permitting of cellular towers

Jim serves as chair for the Mayor's taskforce on Ordinances, Rules and Regulations.  He also serves on the Community Development committee, TDC Arts & Culture Committee, Transportation Planning Organization, Finance Committee and Utility Committee. His commitment to the quality of life in Lakeland extends to his private endeavors. He serves a variety of organizations: Kiwanis Club of Lakeland since 1999, Club President, board member of the Lakeland Downtown Development Authority, board member of the Downtown Community Redevelopment Advisory Board, member of the Board of Governors the Polk Museum of Art, and Leadership Lakeland XXIV.
