| | Dana Blydenburgh | Pension Benefits Manager 863-834-8797 Dana performs professional work in the plan design and implementation of City of Lakeland retirement systems including the Employee Pension Defined Benefit and Defined Contribution Plans, Police Officer’s Supplemental Plan/Share Plan, Firefighter’s Supplemental Plan, DROP Program and the Deferred Compensation Plan. Additionally, Dana ensures the sufficient and successful dissemination of pension related information. She coordinates quarterly Retirement Planning Workshops, semi-annual Financial Planning Workshops and monthly pension educational sessions. Dana graduated from the University of South Florida with a Bachelor’s degree in Psychology. She is a member of the Society of Human Resource Professionals (SHRM) and the Florida Public Personnel Association (FPPA). Dana is an active member of the Downtown Kiwanis Club, mentors in the Polk County School System in conjunction with serving on the Guidance Advisory Council, and serves on the American Heart Association Community Board. Dana began her career with the City of Lakeland in 2002. |

| | Rose Burkhard | Administrative Assistant 863-834-8798 Rose serves as the department's timekeeper; prepares necessary paperwork to process budget transactions; prepares employment verifications for employees and past employees in addition to responses to subpoenas pertaining to employees. Additionally, Rose assists in the daily administration of human resource-related services, including but not limited to new hires, promotions, transfers, affirmative action/EEO compliance and in accordance with quality management principals and overall objectives of the organization. As Records Keeper, she maintains files of employee data, correspondence, reports and forms, and retrieval methods in compliance with governmental regulations. Rose notifies the State of Florida of new hires, and notifies the Clerk of Circuit Courts of terminating employees with child support garnishments. Rose began her career with the City of Lakeland in 2002. |

| | Frances Byrne | Office Assistant I 863-834-8793 Frances provides technical and customer service support in the areas of recruitment, selection and placement of City employees, job applicants, citizens of the City of Lakeland and the general public who are seeking information relating to employment opportunities. Responsibilities include processing applications and data entry into the Human Resource database. Frances began her career with the City of Lakeland in 1959. |

| | Sue Corley | Human Resource Assistant 863-834-8791 Sue provides technical and customer service support in the areas of recruitment, selection and placement of City employees, job applicants, citizens of the City of Lakeland and the general public who are seeking information relating to employment opportunities. Her responsibilities include preparation of certification lists, data entry into the Human Resource database, evaluation of entry level applications, maintenance of the job requisition database, merging of applicant/new hires into the database and representing the City at selected job fairs. Sue also updates the Civil Service website, job line, and job vacancies in Microsoft Outlook. She is the United Way Coordinator for the Civil Service Dept. Sue began her career with the City of Lakeland in 1991. |

| | William "Tommy" Hamrick II | Director of Civil Service 863-834-6881 Tommy was the Interim Civil Service Director for the City of Lakeland from March of 2006 through September of 2007. He was made the Director of Civil Service effective October 1st, 2007. Prior to his work in this capacity he worked in the City of Lakeland Assessment Services as a Career Development Specialist. Before joining the city, Tommy was a HR professional for over fifteen years with such companies as Siemens, FMHI and EME, Inc. He has a diverse HR background with experience across the US, Europe, and the Caribbean. Tommy graduated from the University of Central Florida with his Master’s degree in Industrial/Organizational Psychology and from University of South Florida with a Bachelor’s degree in Psychology with a minor in Criminology. He is a member of the International Personnel Management Association (IPMA-HR), the International Personnel Management Association Assessment Council (IPMAAC), and the Society for Human Resource Management. He is also the Human Resources Category Lead for the Florida Benchmarking Consortium. Additionally, he has held both a PHR and SPHR certification from the Human Resource Certification Institute and is a graduate of the Florida Public Pension Trustee Association. Tommy will also graduate from FSU's Certified Public Manager program in July 2008. In 2005 he was selected by the city to be a member of the inaugural Succession Planning Program. He has lived in Lakeland since 2001 with his wife Marcy who is a HR Professional with LRMC, his two sons, and rescued Boxer "Daisy". Tommy has been with the city since 2004. |

| | Stephanie Hinson | Human Resources Specialist - Testing and Assessment 863-834-6879 Stephanie began her career with the City of Lakeland in 1988. She performs professional and technical work in the application of psychological principals to the development, administration, and validation of the employee selection and promotion systems. She supervises the evaluation of the effectiveness, utility, and legal soundness of such systems and oversees assessment center, computer and written test development. Stephanie provides assistance and counseling to employees and applicants on matters pertaining to City and Civil Service policies, procedures and rules concerning employment/promotional opportunities and transfers. She conducts job analysis and ensures that technology issues are addressed and maintains the security of written and electronic test files. Stephanie analyzes test items, test results, training programs and other factors; interprets data, and makes recommendations using statistical analysis. In addition, Stephanie serves on the School-to-Work Executive Council for Polk County Public Schools and is a member of the International Personnel Management Association (IPMA-HR) and the International Personnel Management Association Assessment Council (IPMAAC). |

| | Juda Kelso | Human Resources Generalist - Testing and Assessment 863-834-6880 Juda serves as a Human Resources Generalist on the Assessment Services staff. She assists with processes including job analysis, written and computer based testing construction and revision, assessment center development and administration. In addition to this she assists with statistical analysis, retention/turnover studies, and item analysis. Juda graduated from Southeastern University with a Bachelor’s degree in Psychology. She began as an intern with the City of Lakeland in 2006. |

| | Stephanie Passey | Human Resources Generalist - Testing and Assessment 863-834-6886 Stephanie first worked for the City of Lakeland in 2003 as an Intern with Assessment Services. She returned in 2007 and now serves as Testing Services Specialist in Assessment Services. Stephanie assists with the development and administration of assessment centers and written and computerized tests. She also conducts job analysis, and performs statistical analysis to evaluate test items, test results, adverse impact, selection processes, and selection and training needs. Stephanie graduated from the University of Central Florida with a Master’s degree in Industrial/Organizational Psychology and from the University of South Florida with a Bachelor’s degree in Psychology. She is a member of the International Personnel Management Association (IPMA-HR) and the International Personnel Management Association Assessment Council. |

| | Sheri Shuck | Human Resources Assistant 863-834-6882 Sheri performs professional and technical work in the administration and coordination of written and computer examination sessions. She assists with the assessment center, computer and written test development, and job analysis projects. In addition, she counsels and advises applicants of testing requirements and procedures and prepares written test results for all examinees. Sheri coordinates the BCE/DCT test activities with the local high schools in conjunction with the School-To-Work Program. Sheri began her career with the City of Lakeland in 1990. |

| | Linda Silas | Human Resources Specialist - Recruiting and Evaluation 863-834-8795 Linda began her career with the City of Lakeland in 1980 as a Records Clerk, working her way up to her current position as an Employment Services Specialist III. In her present position, Linda performs responsible supervisory work in the administration of professional personnel tasks in the areas of recruitment, selection and placement. Her responsibilities include planning, delegating and coordinating the work of co-workers involved in recruitment activities. She counsels and provides assistance to hiring authorities, employees and the general public on City personnel policies and procedures and Civil Service rules, regulations and guidelines. In an effort to increase the public’s awareness of career opportunities with the City, Linda coordinates and participates in various activities and functions such as job fairs and expos at high schools, colleges, technical schools and in the general community. She is committed to providing the best possible customer service to those whom she serves. Linda graduated from the University of South Florida with a Bachelor’s degree in Political Science concentrating in Public Administration. Linda is a member of the Florida Public Personnel Association (FPPA) and the MidFlorida Society of Human Resource Management. She is certified as a Public Personnel Professional by FPPA. |

| | Deborah Stefanski | Pension Benefits Assistant 863-834-8784 Deborah is responsible for the daily administration of the City's pension benefits program to include the Employee Pension Defined Benefit and Defined Contribution Plans, Police Officer's Supplemental Plan/Share Plan, Firefighter's Supplemental Plan, DROP Program and the Deferred Compensation Plan. She coordinates quarterly Retirement Planning Workshops, semi-annual Financial Planning Workshops and conducts orientation for new hires. She computes pension benefits, prepares appropriate forms and documentation for retirement applications, files, and enters information into the PeopleSoft system. Additionally, Deborah conducts exit interviews with employees who are terminating employment with the City. Deborah graduated from Warner Southern College with a Bachelor’s degree in Organizational Management and majored in Human Resources. Deborah began her career with the City of Lakeland in 1999. |

| | Kevin Torres | Executive Director of the Lakeland Retirement System 863-834-8794 Kevin has thirty years in the public sector with twenty years of pension experience. He was General Counsel for the Louisiana State Employees Retirement System and served as a Trustee for the Louisiana State Police Retirement System. He possesses a JD Degree and Master’s Degree in Public Administration from Louisiana State University, and also obtained a Bachelors of Arts in Political Science from the University of New Orleans. |

| | Annette Wieck | Pension Benefits Administrator 863-834-8796 Annette is responsible for the daily administration of the City's pension benefits program to include the Employee Pension Defined Benefit and Defined Contribution Plans, Police Officer's Supplemental Plan/Share Plan, Firefighter's Supplemental Plan, DROP Program and the Deferred Compensation Plan. She conducts analytical research and provides counseling and assistance pertaining to pension plan issues, projects and activities. She maintains files of pension plan history, pension data, correspondence, reports and forms, and initiates record keeping and retrieval methods in compliance with governmental regulations. Additionally, Annette conducts exit interviews with employees who are terminating employment with the City and notifies vested retirees of upcoming eligibility to receive pension benefits. Annette serves as the department liaison for the City of Lakeland Association of Retirees. Annette began her career with the City of Lakeland in 1983. |
