    2016 Affordable Housing Incentives

    The City of Lakeland Neighborhood Services Division has prepared a report of the Affordable Housing Incentives along with the recommendations from the Affordable Housing Advisory Committee.  Florida House Bill 1375 (2007) requires SHIP entitlement communities to appoint a nine-member Affordable Housing Advisory Committee (AHAC) which must review and evaluate the implementation of affordable housing incentives and submit that report triennially.

    The incentives that were reviewed by the AHAC are listed below:

    A.  Expedited Permitting;
    B.  Impact Fee Waivers or Modifications;
    C.  Density Flexibility;
    D.  Reservation of Infrastructure;
    E.  Accessory Dwelling Units;
    F.  Parking and Setback Reductions;
    G.  Flexible Lot Configurations;
    H.  Street Requirements Modifications;
    I.  Review of Policies, Procedures, Ordinances, and Regulations;
    J.  Land Bank Inventory; and
    K.  Support of Development Near Transportation Hubs, Job Centers, and Mixed Use Development.

    The Incentives Report and accompanying recommendations are available for review at the Neighborhood Services Division, Annie Gibson, Housing Section, 1104 Martin L. King, Jr. Avenue, Lakeland, Florida, where interested parties may obtain a copy at no charge or receive information about the reports.  A public meeting will be held before the City Commission December 19, 2016 to finalize the report to be submitted to the Florida Housing Finance Corporation before its deadline of December 31, 2016.

    State Housing Initiatives Partnership

    The State Housing Initiatives Partnership (SHIP) Program was created by the Florida Legislature with passage of the William E. Sadowski Affordable Housing Act in 1992, which created a dedicated revenue source with which to fund the development and preservation of affordable housing across the State of Florida.  SHIP funds are allocated to all 67 Florida counties and to 53 Community Development Block Grant entitlement cities, including Lakeland.
