Mann P. Riggins, father of Norman, came to Lakeland in 1884 with his wife Frances, his son and his family, and his sister-in-law and her husband. The three men opened a dry goods store at the corner of Main and Tennessee, and all three built homes along South Tennessee Avenue. The elder Riggins had given up a successful business in Dexter, Missouri to come to Lakeland at the urging of his son. He knew of the area, having visited nearby Bartow in 1883. Mann P. Riggins died in Lakeland in 1895.
