Series VII, Polk County Library System, 1951-1989

The League of Women Voters was instrumental in the creation of a county-wide library system. As early as 1951 the Lakeland Unit, citing a survey done by the Florida Library Association and having studied the Lakeland Public Library facilities and services, concluded that the library was below the standards for a city of its size and resolved to remedy the situation.

In 1954 the League of Women Voters of Winter Haven did a feasibility study on the idea of county library service. A plan for County Wide Library Service for Polk County was developed in 1965 by the Polk County League of Women Voters, but a referendum by Polk County voters on a county free public library failed to pass. The League continued to press the issue for years. In 1974 the Blue Ribbon Committee recommended appointment of a Library Committee for the county. Plans were again developed in 1986, but a free county-wide system was repeatedly voted down.

Finally in 1997 Polk County residents were able to obtain a free library card that could be used at any library in the county. Each year, however, it is up to the County Commissioners to fund the system.
