On Wednesday, October 23, 2013, at approximately 11:30 a.m., an unknown female presented a forged check at Platinum Bank, 724 S. Florida Avenue. The suspect fled the bank when the teller called to verify it.

On November 7, 2013, Lakeland Police finalized disciplinary action on Sgt. Raymond Lloyd. Sgt. Lloyd submitted a letter of resignation on November 6, 2013. The resignation was in lieu of recommended termination. Chief Womack completed her review of all the relevant facts and evidence presented in the administrative investigation, including statements Sgt. Lloyd made under oath in conjunction with the State Attorney’s related investigation as listed below.

Complaint:

On July 2, 2013, Assistant Chief of Police Mike Link and Lt. Lehman were notified by the State Attorney’s Office that Sergeant Lloyd was the focus of a criminal investigation they were conducting.

On October 5, 2012, Sgt. Raymond Lloyd conducted a traffic stop in the course of his assigned duties as a sworn officer with the Lakeland Police Department. This traffic stop led to a DUI investigation being conducted by Officer Edds, based upon probable cause developed initially by Sgt. Lloyd.   It is alleged that Sgt. Lloyd failed to complete a supplemental report documenting his actions in a timely manner, and did not complete his supplement until four months later on 02/28/13, just prior to a Suppression Hearing related to the case.  

On October 5, 2012, Sgt. Raymond Lloyd conducted a traffic stop in the course of his assigned duties as a sworn officer with the Lakeland Police Department. This traffic stop led to a DUI investigation being conducted by Officer Edds, based upon probable cause developed initially by Sgt. Lloyd.   It is alleged that Sgt. Lloyd failed to complete a supplemental report documenting his actions in a timely manner, and did not complete his supplement until he discovered he had not completed the supplement during the SAO’s investigation approximately nine months later.

On June 18, 2013, Sgt. Lloyd provided testimony relevant to the aforementioned DUI investigation while under oath in an official proceeding.  It is alleged that Sgt. Lloyd made untruthful statements, while under oath, during this proceeding.  It is alleged that Sgt. Lloyd engaged in unlawful conduct during the course of his official duties.  It is alleged that Sgt. Lloyd’s conduct reflects unfavorably upon him as an employee of the department, brings the department into disrepute, and prevents his ability to perform as law enforcement officer. 

The sustained violations are:
Raymond Lloyd, 42, employed since 8/27/98. (Resigned)
a. Neglect of Duty
b. Improper Conduct
c. Conduct Unbecoming


On Saturday, September 7, 2013, at approximately 3:00 p.m., an unknown suspect entered the Bealls Department Store, 3565 Lakeland Highlands Road, and committed Grand Theft. The suspect grabbed several pair of jeans, ran out of the store and jumped into a gray car, possibly a Dodge.

The suspect is described as a black male, wearing a red shirt and black pants.

On Monday, October 21, 2013, at 4:35 p.m., an unknown white male attempted to walk out of the Walmart, 3501 S. Florida Avenue, with a shopping cart full of merchandise. The suspect was stopped outside the store and came back inside, but then fled on foot eastbound.

The suspect is described as a white male, 20-30 yoa, 5’6”, 200 lbs with brown Mohawk style hair. He was wearing a gray t-shirt with blue horizontal stripes, camouflage shorts and black shoes.
