On July 4th, at 7:14 p.m., the Lakeland Police Department responded to 4722 Puritan Lane in reference to a death investigation.  The child was left unattended for a brief time and exited through an opened door and fell into the swimming pool. The investigation revealed that there were at least four adults present in the dwelling when the incident occurred.  The mother, Samantha Holt, 17 yrs old, was in a different portion of the dwelling at the time of the drowning. The decedent was in the care of his biological father, Brandon Paul, 18 yrs old.  Paul and a friend were playing billiards in the same room that the decedent was in.   Paul left the decedent with his friend to find a baby-gate.  During that time, the child was left alone while the friend went to utilize the restroom.  When Paul return he could not find the decedent.  During the search, Paul located the decedent in the swimming pool. Paul and his friend attempted to provide CPR and notified emergency personnel. 

The decedent was transported to LRMC and pronounced deceased 8:15 p.m.. This case is still under investigation and an autopsy will be conducted on Monday and determine manner / cause of death.

Attempt to Identify – Attempted Burglary Suspects


On Saturday, June 21, 2014 unknown subjects attempted to gain entry into Derringer Firearms, located at 1431 East Gary Road in Lakeland.

On Sunday, June 29, 2014 the subjects pictured were involved in a carjacking at 121 Lake Ave S, Lake Mirror Park. The vehicle carjacked is a 2005 Blue Suzuki 4 door, which was subsequently involved in a fatal motor vehicle crash.


Subject #1 is described as a black male, 17-21 yoa, light/medium complexion, 5’08”, average build, 145-150 lbs., dark hair and eyes with no facial hair.

Subject #2 is described as a black male, 16-21 yoa, light complexion, 5’09” - 5’11”, thin build, 140-145 lbs, dark-fade hair color, dark eyes, and no facial hair.

The Lakeland Police Department Communications Center Invites Public Comment on Accreditation Efforts

The Lakeland Police Department Communications Center is scheduled for an onsite assessment as part of a program to achieve accreditation by verifying it meets industry standards.

Administered by the Commission on Accreditation for Law Enforcement (CALEA), the accreditation program requires agencies to comply with state-of-the-art standards in seven areas inherent to public safety communications industry: (1) Organization, (2) Direction and Supervision, (3) Human Resources, (4) Recruitment, Selection and Promotion, (5) Training, (6) Operations and (7) Critical incidents, Special Operations and Homeland Security.

As part of the onsite assessment, communications employees and members of the community are invited to offer comments during a telephone session, Tuesday, July 15, 2014, from 2:00 p.m., to 4:00 p.m.  Members of the community are encouraged to phone-in and offer comments to the Assessment Team.  Telephone comments will be limited to 10-minutes and must address the agency’s ability to comply with CALEA Public Safety Communications standards.  Phone numbers for public comments are: (863)701-6887 and (863)701-6894.  The local contact is Bill LePere, Communications Manager, (863)834-8911.

Jo-Anne began her career in public safety in 1977 as a dispatcher and retired from Onondaga County Department of Emergency Communications Syracuse, NY as the Deputy Commissioner in March of 2010. She served as her departments CALEA Accreditation Manager for 8 years and has been a CALEA assessor since 1999. She also has served as the Chair of APCO's Institute ADCOMM, served on several workgroups to update APCO's Basic Telecommunicator, Fire Dispatcher and Supervisors course. She received APCO's Presidential Award for her work on the Fire Dispatcher course and received a Certificate of Appreciation from CALEA for her work on the 2nd Edition Standards for Communications. Currently she is an instructor with APCO teaching the APCO/CALEA Communications Accreditation Managers course. She has a BS and Master's from Jacksonville State University in Emergency Management. Currently Jo-Anne is employed as the Director of the Department of Emergency Communications in Alexandria, VA.

Kathy Strickland became a member of the Cobb County Emergency Communications Center in 1998. During that time she has worked in the center as a dispatcher and Training Officer. She was promoted to Public Safety Services Coordinator in 2005 and further serves as the Accreditation Manager. In addition of being a CALEA assessor and state of Georgia assessor, she is the Vice President for the Public Safety Communications Accreditation Support Network (PSCASN), a member of the Georgia Police Accreditation Coalition, and a member of the Association of Public Safety Communications Officials (APCO). Kathy currently holds a Bachelor’s of Science degree from Georgia College University.
