Captain Victor White
Victor White began his service with the Lakeland Police Department in 1983 after serving as a Military Policeman in the United States Army. His assignments in the Uniform Patrol Division included Field Training Officer and Uniform Crime Scene Officer. He served as a Detective in Special Investigations conducting narcotics investigations and as the Intelligence Officer. He was selected as a member of the first Community Oriented Policing Section team implemented in 1990.
Upon promotion to Sergeant in 1992, Victor served as a Patrol Supervisor, C.O.P.S. Supervisor, and the Officer in Charge of the Operational Review Section. He supervised the Internal Affairs process, Staff Inspections, and the Department's Accreditation process. He was the Accreditation Manager leading the department to receive its first State Accreditation and its C.A.L.E.A re-accreditation.
Victor was promoted to Lieutenant in January of 2000, where he served as the Officer in Charge of the Uniform Patrol Division, Special Operations Section and Special Investigations Section.
Victor was promoted to Captain in December of 2009 where he served as the Commanding Officer of Special Operations Division which encompasses the Neighborhood Liaison Officers, Neighborhood Enforcement Team, Crime Prevention Unit, DART, Motors Unit, DUI Enforcement, and Traffic Homicide Investigations. His current assignment includes human resources, recruiting, hiring, training, fleet, records section, quartermaster, and communications/911.
Victor is a graduate of Lake Wales High School, and has a Bachelor of Arts and Masters Degree in Criminal Justice with a concentration in Critical Incident Management from Saint Leo University. He is a Certified Public Manager through Florida State University. He is a graduate of the Drug Enforcement Administration Drug Unit Commander Academy (DUCA), the Federal Bureau of Investigations National Academy Session 239, the Police Executive Research Forum’s Senior Management Institute for Police, and the Federal Bureau of Investigations Florida Executive Development Seminar. He is also a Certified Labor Relations Professional through the Florida Public Employees Labor Relations Association (FPELRA).
Captain Ruben Garcia
Captain Ruben Garcia began his career at the Lakeland Police Department in 1987 after returning home from four years of honorable service in the United States Marine Corps. He served as a Patrol Officer, Field Training Officer, Street Crimes Officer, Drug Detective, Drug K-9 Handler, DEA Drug Task Force Officer, Intelligence Officer and SWAT Sniper.
He was promoted to Sergeant in 1997. He served as a supervisor in the Neighborhood Liaison Section, Special Investigations Section, and the HIDTA Drug Task Force, as well as, completing his 22nd year of service to the SWAT Team ending as the Senior SWAT Sergeant.
In 2010, he was promoted to the rank of Lieutenant where he served as the Officer in Charge of Patrol Alpha and Charlie Squads and later in the Criminal Investigations Section.
Currently, Captain Garcia is assigned as the Commanding Officer of the Uniformed Patrol Division One, encompassing Patrol Squads Alpha and Delta and the Training Section.
Captain Garcia has a Bachelor of Arts in Criminology from St. Leo University and has completed the School of Police Staff and Command at Northwestern University, the Florida Department of Law Enforcement Senior Leadership Program through Florida State University and the State of Florida Certified Public Manager Program. He is a certified criminal justice high liability instructor in both firearms and defensive tactics.
