Commissioner Wiggs raised the issue of local preference in the bid process. Commissioner Fields asked if the staff could provide a report on how often Lakeland firms are selected. Doug Thomas, in speaking of the water issues, explained that as staff worked to tweak the priority process, they would have to begin prioritizing projects right away because the applications were constantly coming in.  02:05:50  00:40:10
