Division Manager

Charles Dormer began his career with the City of Lakeland Finance Department in 1990.  As an Accountant, Charles work responsibilities included Fixed Assets, Accounts Receivables, General Ledger Maintenance, Grants, Budget and Annual Financial Statement Preparation.  Charles worked with the Finance Department until 1997 when he was promoted to the Lakeland Police Department as the Supervisor of Fiscal Management.  This position was created to handle the Administrative Financial and Human Resources responsibilities that had previously been assigned to an Assistant Chief of Police. Charles is responsible for supervising the Fiscal Management Section which handles all accounts payable, payroll and human resource functions for the department.  He also directs the preparation and administration of the Police Department’s Annual Budget, 10 year Capital Improvement Projects, Table of Organization and Appropriations along with directing the department’s Bid Proposals, Grants Administration and Federal and State Trust Fund compliance.

In July 2013, the Police Department went through reorganization and Charles was assigned to manage the newly created Administrative Services Division.  His title changed to Administrative Services Manager. He maintains his Fiscal responsibilities and also manages the:  Planning & Research, Recruitment, Backgrounds, Personnel Services, Fleet, Facilities and Quartermaster functions.

Charles obtained a Bachelor of Science degree from Troy University in 1989 with a double major in Accounting and Business Administration.  Charles was a member of the Gamma Beta Phi Honor Society and Outstanding College Students of America.  Charles has served as the Treasurer of the Lakeland Police Department’s Chaplaincy Board since 1999.  He received the designation of Certified Public Manager in September 2009, which is a program administered by the State of Florida and Florida State University.  In September 2010 Charles completed the Labor Relations Professional Certification Program sponsored by the Florida Public Employer Labor Relations Association (FPELRA).  Charles attended session 55 of the Senior Management Institute for Police (SMIP) and graduated on 8/1/13.  SMIP is a course of study in executive strategic management and was held at Boston University by the Police Executive Research Forum (PERF).
