South Region Commander


Captain Tom Day is the Commander of the Patrol Division's South Region and Special Operations. Tom began his career at the Lakeland Police Department in 1977. He is a native of New York City and earned his Bachelor of Science degree from John Jay College of Criminal Justice, N.Y. in 1976. Tom's previous assignments include Field Training Officer, Motorcycle Officer, K-9 Handler/ Instructor, and SWAT. During the past 27 years, Tom worked his way up the chain of command with tours of duty as K-9 Sergeant, Lieutenant/Officer in Charge of Bravo Squad, OIC of Support Services Section and Special Investigatons Section. Tom was promoted to Captain in 2000.

Tom strives to build teamwork, physical fitness and excellence at the Lakeland Police Department via competition. LPD is known for excellence on the State, National, and International levels in the areas of K-9, SWAT, and the Law Enforcement Olympic Games.

Tom recently graduated from the 219th session of the FBI's National Academy in Quantico, Virginia.

Captain Harry Katt serves as the Patrol Division's Commander of the North Region and neigbhorhood operations. He began his law enforcement career in 1976 as a military policeman in the U.S. Army assigned to the 82nd Airborne Division, after which he became a Lakeland Police Officer in 1980, assigned to the Uniform Patrol Division. As a patrol officer he served as a Field Training Officer and as a member and team leader of the Special Tactical Alert Team which is now known as the Street Crime Unit and SWAT. In 1982 Harry became a certified Law Enforcement Instructor and began teaching at the Polk Community College Police Academy. He specialized in patrol operations, officer survival skills, defensive tactics and emergency vehicle operations.

Harry was promoted to sergeant in 1989. He was initially assigned to Patrol and then transferred to the Community Oriented Policing Section in 1991. While in COPS he supervised the community policing effort in various housing complexes within the city. He also served as an alternate SWAT Sergeant.

In 1992 Harry was promoted to Lieutenant and reassigned to uniform patrol as a shift commander. In 1996 he was transferred to the Special Investigations Section as the Officer-In-Charge of Narcotics and Vice investigations, the Intelligence Unit and the Street Crimes Unit. In 1999 Harry transferred to the Criminal Investigations Section overseeing the investigative components, Laboratory Services, Juvenile Operations and the Victim Assistance Program. In addition to his primary assignments he also served as the Officer-In-Charge of SWAT from 1997 thru 2000. In 2002 Harry returned to the Uniform Patrol Division as a Shift Commander where he has served with both Bravo and Charlie Squads until his promotion to Captain in 2004.

Captain Katt currently holds an Associate in Arts Degree. He has attended numerous police related investigative, management and leadership workshops and seminars.
