Lakeland Police Investigate

Hit & Run Traffic Fatality

 

 

LAKELAND, FL (May 16, 2015)

 

On May 16th, at 5:02 p.m., the Lakeland Police Department responded to 130 Lake Bonny Drive East, west of Dixie Place, in reference to a traffic accident. This is a two lane roadway divided by a double yellow line. Officers observed a motorized bicycle lying in the southern most curve of East Lake Bonny Drive. The driver of the motorized bicycle was found lying on the roadway in the north bound lane, north of the motorized bicycle.

 

A juvenile traveling in the area located the accident and notified his father who came to the scene and then called EMS. The driver of the motorized bicycle was pronounced deceased at the scene by EMS.

 

The preliminary investigation reveals the victim was traveling south on Lake Bonny Drive E. in the north bound lane of traffic. It appears as if the victim was hit head on by an unknown vehicle which left the scene.

 

The victim has been identified as: Julio E Medina Ocasio, 54 yrs old, 430 Arizona Avenue. Next-of-kin has been notified.

 

There are no witnesses at this time the investigation is ongoing. Anyone with information is encouraged to call the Lakeland Police Department at 834-6900 or Crime Stoppers at 1-800-226-8477.


The Lakeland Police Department will join with departments across the state in the Click It or Ticket Enforcement Campaign. The enforcement runs from Monday, May 18, 2015 thru Monday, June 1, 2015 at midnight. 

Officers from the Lakeland Police Department will be monitoring our roadways for safety belt usage and issuing citations during this campaign and citations for failure to wear your seat belt. The fine is $114 .00. It only takes two (2) seconds to “click” your seat/safety. 

Florida State Statute 316.614 specifically addresses seat belt usage and the following information is being provided /disseminated in advance of the event to educate the public on seat/safety belt usage. It is unlawful for any person: 

•  To operate a motor vehicle in this State unless each passenger and the Operator of the vehicle under the age of eighteen ( 18 ) years are restrained by a safety belt or by a child restraint device pursuant to Florida State Statute 316.613 , if applicable; or 
•  To operate a motor vehicle in this State unless the person is restrained by a safety belt. 
•  It is unlawful for any person eighteen (18) years of age or older to be a passenger in the front seat of a motor vehicle unless such person is restrained by a safety belt when the vehicle is in motion. 

The ”Click it or Ticket” initiative is designed to increase public safety awareness about the us age of seat/safety belt usage and our goal with participating in this campaign is two (2) fold; to gain compliance with State law, and to save lives.

In observance of 2015 National Police Week, May 11 through May 17, the Fraternal Order of Police (FOP) Polk County Lodge #46 and the Polk County Law Enforcement Memorial Fund (PCLEMF), Inc., will present the 28th Annual Polk County Peace Officers’ Memorial Service on Thursday, May 7, 2015 10:00 AM, at the Polk County Law Enforcement Memorial in the Lakeland Veterans Memorial Park. The park is located on Lime Street, between Lake Beulah Drive and the west side of the Lakeland Center.

This year’s memorial service will mark the 25th anniversary of the dedication of The Polk County Law Enforcement Memorial that occurred on May 12, 1990.

A total of 32 Law Enforcement and Corrections officers who made the “supreme sacrifice and died in the line of duty” while serving the citizens of Polk County with various State, County and Local law enforcement and corrections agencies will be honored during the Memorial Service “Roll Call of Heroes.”

Family members of fallen officers, representatives from various Polk County Law Enforcement and Corrections agencies, public service organizations, and Federal, State, County and Local government agencies will be participating. This year’s Keynote Speaker will be Mr. Gary Hester, Polk County Deputy County Manager for Public Safety.

Highlights of the service will include: Joint Agency Officer Processional March; Presentation of Colors by a Joint Agency Color Guard; Roll Call of Heroes; Fly Over by PCSO and Florida Fish and Wildlife Conservation Commission Aviation Units; Retreat of the Fallen Rider by the PCSO Mounted Unit; bagpipe players; 3 Gun Volley; and Taps. The Harrison Singers from the Harrison School for Visual and Performing Arts will perform an ensemble of patriotic and spiritual songs.

Immediately following the memorial service, the 28th Annual Memorial Service Luncheon, hosted by the FOP Polk County Lodge #46 and the Polk County Law Enforcement Memorial Fund Inc., will take place at the FOP Polk County Lodge #46, located at 125 West Brannen Rd, Lakeland (east from South Florida Ave. @ Sonny’s). On April 24th, at 10:45 a.m., the Lakeland Police Department responded to the scene of an airplane incident on runway 9L during the Sun n’ Fun International Fly-In. A 19991 Glasair II RG had a hard landing coming in from the east on runway 9L and the nose gear collapsed. The plane skidded off the runway into the grass. The pilot and passenger were not injured.

 

The runway was closed down for approximately 30 minutes as emergency personnel responded to the scene and moved the airplane to a secure location. FAA personnel responded to the scene for a preliminary investigation.

 

The pilot has been identified as Robert G. Wyber, 72 years of age, 41 Eagan Drive, Palm Coast, Florida. There is no contact number for Mr. Wyber and he is not available for comments.

 

The passenger has been identified as Douglas Shinn, 53 years of age, 2806 S. Peninsula Drive, Daytona, Florida.  Mr. Shinn is not available for comments.
