WHO IS PUBLIC WORKS?
ENGINEERING
Primary responsibilities include the design and survey of streets and drainage systems; plan review of private development projects, including new subdivisions, apartment complexes, and commercial establishments; and construction management and inspection services of the above listed projects.

CONSTRUCTION & MAINTENANCE
This division is responsible for the street and drainage system, construction and maintenance projects and maintenance of the City’s lakes and environmental programs. The infrastructure inventory consists of roughly 741 lane miles of paved City streets and alleys, over 255 miles of sidewalks, as well as a City-wide storm drainage system that includes approximately 232 miles of underground storm sewer pipe and underdrains, over 60 miles of ditches, approximately 8,000 storm inlets, 170 detention/retention ponds, 419 outfall structures, and 15 City-maintained lakes.

The Construction Section provides services for a wide range of construction projects, including major roadways, parking lots, storm water drainage systems, sidewalks, curbing, sanitary sewer projects, and City parks.

The Maintenance Section is responsible for resurfacing and striping all City streets, grading roadways and alleys, cleaning pedestrian walkways and storm drain inlets, making roadway repairs, and repairing or replacing damaged sidewalks, storm water inlets and other concrete structures.

TRAFFIC OPERATIONS & PARKING SERVICES
The Traffic Operations Division is responsible for the installation, operation and maintenance of all traffic control devices within the City of Lakeland. This includes approximately 175 signalized intersections, and 20,000 traffic signs on over 600 lane miles of roadway. The Division coordinates closely with the Florida Department of Transportation and Polk County to improve signal timings and all modifications/installation of traffic signals throughout the City.

The Traffic Operations Division also performs traffic studies along the City’s collector roadways and residential streets to analyze deficiencies and recommended improvements for the Florida Department of Transportation, County officials, as well as City residents and neighborhood groups to resolve community traffic issues and parking concerns.

The Parking Services Section is responsible for the security upkeep and overall maintenance of the City’s three parking garages. In addition, they are also responsible for the monitoring and collection of the Downtown area electric parking meters. Parking Enforcement patrols the downtown streets making sure that customers and visitors have spaces to park their vehicles while enjoying the shops, restaurants, and businesses that call downtown Lakeland their home.

FACILITIES MAINTENANCE
The Facilities Maintenance Division provides maintenance, construction, janitorial, safety and fire suppression system support services for the City’s 186 facilities. These services include structural, heating, ventilation and air conditioning (HVAC), plumbing, electrical, carpentry, painting, roofing, physical security, and fire suppression systems. Facilities Maintenance maintains approximately 2,700,000 square feet of various building space and performs over 4000 work orders per year with a staff of 53 full time employees.

Our mission statement is: To provide facility maintenance support services to the City’s facilities and structures to achieve their maximum expected design life and to insure a safe environment for the public and the City of Lakeland employees.

LAKES & STORMWATER
The Lakes & Stormwater Division’s goals are to monitor the trends and changes of water quality conditions, identify lakes with potential water quality problems, educate the public on pollution prevention, and make efforts to improve upon water quality & stormwater pollution issues. This Division monitors water quality on major lake systems in the City for physical, chemical, bacteriological and biological parameters. The Division conducts diagnostic feasibility studies on city lakes, which has resulted in restoration projects such as the dredging of Lake Hollingsworth. Effort is made in the management of aquatic plants in open water areas and along shorelines that are accessible to the public. The Division administers the City’s Stormwater NPDES (National Pollution Discharge Elimination System) Permit, the stormwater utility program, and the Adopt-A-Lake Program. These programs involve monitoring stormwater runoff and surface water pollution as well as stormwater pollution prevention projects. The Division also participates in public outreach, environmental education, and code enforcement with respect to lakes and stormwater preservation.

SOLID WASTE MANAGEMENT
The Solid Waste Management Division provides Citywide residential and commercial solid waste and recycling collection services. The City collects 76,000 tons of solid waste per year. Solid waste is collected on all holidays except New Years Day, Memorial Day, July 4th, Labor Day, Thanksgiving and Christmas Day. Residential weekly garbage collection is twice a week either Monday/Thursday or Tuesday/Friday and citywide yard trash is collected once a week. In addition, curbside recycling is provided once per week.

Commercial dumpster service is provided to businesses within the City of Lakeland. Service is provided up to six days per week in containers ranging from 1-cubic yard to 8-cubic yards. Cardboard recycling is available for businesses to help manage the cost of their solid waste services.

FLEET MANAGEMENT
Fleet Management oversees the maintenance, acquisition, disposal, and fueling of the city’s 1,300 fleet units made up of automobiles, light, medium & heavy trucks, construction & industrial equipment, tractors and other miscellaneous pieces. Fleet Management does not handle the acquisition and maintenance of the Fire Department equipment, coal-handling equipment at Macintosh power plant and certain smaller items of equipment.

The Fleet Management division provides service during daytime and evening shifts by a staff of 35 full-time employees. Most repairs are accomplished in-house, but certain specialized work such as transmission repair, frame and axle work, glass and upholstery repairs, along with major accident repairs are contracted with local shops. Regularly used parts inventory is kept on hand and most common parts are purchased through local automotive supply houses. Fleet Management also fabricates custom accessories for equipment such as tool boxes, pipe racks, and step bumpers. The maintenance operation generates about 8,000 work orders every year. In FY 06, 8,676 work orders were written which generated total revenues of approximately $3, 800,000.

Annual fleet replacement purchases consist of approximately 100 units totaling about $4,000,000. In FY 07, 98 units were acquired at an approximate cost of $4,200,000. The vast majority of vehicle disposals occur through a local auction firm who has the awarded bid for this service.

Fleet Management dispenses about 1,000,000 gallons of unleaded, diesel and ethanol fuel each year. The FY 07 budget for fuel is $3,300,000.
