Site Plan Review

The Engineering Division reviews development plans for private developments within the City limits. Plans are reviewed for compliance with City of Lakeland Engineering Standards. The City of Lakeland Engineering Standards Manual can be downloaded in PDF format via the link provided on the left menu.  It contains City standard sections, details, specifications, and other requirements, for commercial and subdivision site development plans.

Predevelopment Planning for Site Design:

We encourage predevelopment meetings for any questions prior to final designs. The City of Lakeland provides electric, water, sewer and solid waste services in most areas. The City maintains streets dedicated to the City of Lakeland. Major roads are under the jurisdiction of the State of Florida FDOT and Polk County DOT. All the work within the right of way requires a City of Lakeland Right of Way Use Permit. Work within FDOT's jurisdiction and Polk County's right of way requires a permit from the concerned agency. Due to the time limit involved in processing permits, we encourage applicants to obtain permits from other agencies at the earliest stage of plan review.

Commercial Site Plan Review:

To submit a site plan for commercial review, nine (9) sets of plans (signed and sealed by a registered engineer) are to be submitted to the Community Development Department, Building Inspection Division. The Building Inspection Division distributes the plans to various City Departments for review. The Public Works Engineering Division is only one of many City Agencies that review the plans.

Subdivision Site Plan Review:

To submit plans for subdivision review, seven (7) sets of plans and two (2) sets of drainage calculations (signed and sealed by a registered engineer) are to be submitted to the Community Development Department. When the Engineering Division receives the plans they are reviewed according to the Lakeland City Standards. Planning and Zoning issues are coordinated through the Community Development Department. The Community Development Department is the clearinghouse for all Subdivisions. Once interdepartmental coordination is completed, final plans are approved subject to conditions of providing a satisfactory warranty and bond  for any off-site construction, if any. Warranty procedures are outlined in the City Standards Manual.  The Public Works Department will issue construction authorization after being notified by Community Development that all conditions are met.
