What is NPDES?
The NPDES program was developed by the EPA (US Enviromental Protection Agency) to minimize or eliminate the possibility of polluting water bodies by stormwater runoff, illegal dumping, and illicit discharges (discharges of anything other than unpolluted stormwater). All cities and the unincorporated areas of Polk County are regulated by this permit system.


In 1996, the City was required to participate in the NPDES program and obtain a permit from the EPA. In 2003, EPA delegated the NPDES program to FDEP (Florida Department of Environmental Protection).

As a permit condition, the City is required to submit an annual report outlining the permit elements. All permit elements must be met and the formal annual report submitted with FDEP to ensure that pollutants do not exceed the EPA's Water Quality Standards (FAC 62-302).

The following is a list of NPDES activities conducted by the City of Lakeland:

* Maintain all flood control structures to prevent unnecessary flooding.
* Conduct a Comprehensive Master Planning Program to address stormwater pollution and flooding problems.
* Inspect and enforce city ordinances and codes that address stormwater pollution control.
* Conduct field screening of every stormwater outfall in the City Of Lakeland.
* Collect inventory information on outfalls and on portions of Municipal Separate Storm Sewer System (MS4).
* Maintain a log documenting the results of all screening performed.
* Investigate suspected illicit discharges and or improper disposal to the stormwater system.
* Maintain a log of citizen's concerns and complaints.
* Educate the public on issues concerning stormwater pollution.
* Review erosion and sediment control requirements to determine modifications needed to comply with state and federal programs. Incorporate necessary modifications to the City's erosion and sediment control standards.
* Monitor construction site activities and perform inspections for proper use of erosion and sediment best management practices.
* Notify building permit applicant(s) of their responsibility under the NPDES program to control construction site runoff.
* Inspect all suspected high-risk industrial sites for compliance with the NPDES permit.
