Stephanie Madden

Stephanie Madden is a small business owner and Lakeland City Commissioner. She and her husband, Steve, started ShopMadden, a promotional marketing company in 1995. Stephanie is a mother to six children and a grandmother.

Stephanie has served on a variety of philanthropic boards, Lighthouse Ministries, Junior League of Greater Lakeland (Past President), Children of the American Revolution, Young Life Polk County, Lakeland Assemblies Cotillion Club, the Polk Career Academies Advisory Board, Polk Vision’s Literacy Council and SMART Communities LEAD team. She is a graduate of Leadership Lakeland Class XXII, a Daughter of the American Revolution, attends St. Joseph’s Catholic Church and enjoys her P.E.O. Chapter W and Provenance Antique Club. In her professional capacity she served on the Promotional Products Association of Florida board and is past chair of Catapult Lakeland.

As a City Commissioner she has served on the Gang Task Force, CRA, Polk County Tourist Development Council, Lakeland Vision, Lakeland Sister Cities, the Mayor’s Council on the Arts and the Polk County TPO. She has chaired the Municipal Boards & Committees and the Broadband Task Force. She is Vice Chair of the Central Florida Regional Planning Council and spearheaded the inaugural Lakeland Youth Council in 2023-2024, where she continues to serve as chair.

Stephanie is the Commission Liaison to Lakeland Electric and graduate of the Legislative Energy Horizon Institute (LEHI). Participants learn how the North American energy delivery system and infrastructure are financed, built and provide power within federal regulation and market impacts. She is on the American Public Power Association board and currently serves as Chair of APPA’s Policy Maker Committee, where she voices legislative and regulatory priorities for all U.S. public power utilities before members of Congress. She attends annual conferences for APPA, Florida Municipal Electric Association and Florida Women in Energy Leadership Forum and won National recognition for her advocacy work as the recipient of the Spence Vanderlinden Public Official Award in 2024.
