About Development Review

      Site Plan Review
      The following projects require site plan review:
  • Non-residential buildings.
  • Residential buildings with three or more living units.
  • Two or more duplex buildings on a single platted lot or unplatted land.
  • Building additions serving the above uses.
  • Building alterations serving the above uses if aggregate cost exceeds 25% of assessed value.
  • Parking areas with five or more spaces or 1,500 sq.ft. of paved area or involving changes to fire/emergency access.
  • Changes in use resulting in an increase in required parking.
  • Cell towers. 

 All site plans are reviewed by the Development Review Team (DRT) which is composed of staff representatives from Community Development, Public Works, Water Utilities, Parks and Recreation and Lakeland Electric.

Concept Review

All requests for development approval that involve a site plan drawing require concept review prior to making a formal application or submittal.   This includes requests for Planned Unit Development zoning and Conditional Use approval in addition to projects that trigger site plan review.  Concept review allows the applicant to discuss the proposed project with the Development Review Team at the conceptual level before a lot of time and effort are put into final plans, to more fully understand the city’s requirements and to identify the need for additional information and/or required studies.

 Subdivision Review

All proposed subdivisions require subdivision review.  A subdivision is defined as:

  •  Land, improved or unimproved, divided into three or more lots, parcels, tracts, or other portions, for the purpose of transfer of ownership whether immediately or in the future.
  • Land divided in any manner, if the establishment of a new street or alley is involved.
  • Land previously subdivided which is resubdivided.

Subdivisions are reviewed by the Subdivision Review Team (SRT) which is composed of staff representatives from Community Development, Public Works, Water Utilities, Parks and Recreation and Lakeland Electric.  Proposed subdivisions also require concept review.
