    Neighborhood Stabilization Program

    The Neighborhood Stabilization Program (NSP1) was created by the Housing and Economic Recovery Act of 2008 (HERA) as emergency assistance to arrest the harmful effects of foreclosures on neighborhoods.  Lakeland was awarded $2,005,781 in NSP1 funds to acquire, rehabilitate, and resell foreclosed and abandoned properties.

    In late 2010 the City received an additional $1,303,139 in Neighborhood Stabilization Program 3 (NSP3) funding authorized as part of the Dodd-Frank Wall Street Reform and Consumer Protection Act.  NSP3 is very similar to NSP1, allowing the City to acquire additional foreclosed properties within identified target areas (Areas of Greatest Need).
