Code Enforcement ensures compliance with the City’s codes and ordinances relating to housing, overgrowth, open storage/care of premises, zoning, disabled/abandoned vehicles, minimum maintenance for commercial structures, signage, and newsracks. Violators are provided time to correct violations and administrative hearings are scheduled for those that are not corrected. The City's six Code Enforcement Officers are each responsible for different areas/districts (divided by census tracts) of the city, with the three CDBG funded officers serving primarily residential areas of low to moderate income as mandated by the CDBG program. Map of Officer Districts The Sign Enforcement Officer is responsible for obtaining compliance with the sign and newsrack regulations city-wide.
The City’s hearing process includes a 7-member Code Enforcement Board and a Hearing Officer. Each meets once per month, with new cases being heard primarily by the Hearing Officer. In a typical case, the Hearing Officer makes a finding as to whether a violation exists, and issues an order requiring the violation be corrected by a certain date, after which a fine may be imposed. Cases that remain in violation beyond the date ordered by the Hearing Officer are scheduled for the Code Enforcement Board, where the Hearing Officer’s previous order is confirmed, i.e. fine imposed, or additional time is granted for respondents with unusual hardships. While Code Enforcement initiates the vast majority of cases before the Hearing Officer and Code Enforcement Board, the Building Inspection, Lakes and Stormwater, and Fire Inspection Divisions also bring cases as needed. |
